DAVID STAGG
FOUNDER AND CHIEF EXECUTIVE OFFICER

As a strategic and transformational C-level executive and advisor, Stagg has a proven track record of leading successful M&A activities, divestitures, and IPOs in the oil and gas industry.


Known for leveraging his expertise and leadership in stakeholder engagement, Stagg builds high-performing executive teams, attracts SME talent, and manages communications across all interested parties. He also establishes efficient and effective processes and procedures, driving standardization and continuous improvement while aligning strategic plans, business initiatives, and execution with enterprise goals. 


Since 2006, Stagg has served as the CEO of Blue Moose Consultants, an IPO and M&A consulting company, where he directs comprehensive strategy formulations and change management across multiple projects, focusing on strategic planning and meticulous documentation with one of the world’s largest integrated oil companies (IOC). He also manages multibillion-dollar projects, showcasing his significant leadership expertise and strategic supervision skills while overseeing acquisitions and divestitures.


Additionally, Stagg works closely with CEOs worldwide to synchronize corporate strategies with operational implementation, guaranteeing continuous leadership involvement on both national and international fronts. By directing shareholder engagement efforts, Stagg promotes clear communication and enhances investor relations while drawing on his industry knowledge and engaging with key professionals to maximize results and propel business success.


Among other achievements in this role, Stagg has managed business and M&A teams by creating detailed task lists with associated timelines and costs, delivering full project value and completing projects with budgets as high as $35M.


Stagg established and guided a team through the divestiture of the United States' second-largest oil refinery, which consisted of 10,000 employees and contractors, and generated billions in revenue. Stagg acquired in-depth knowledge of local processes and procedures and internally oversaw those affected by the sale.


For the pipeline business reorganization, Stagg conducted a comprehensive organizational review, evaluating the capabilities and roles of each employee, defining requirements and structure for the evolving organization, and determining optimal leadership and team configurations to enhance performance. As part of the $500M refinery divestiture, he managed internal challenges within the buyer's organization, ensuring the synchronization of processes and communication from an external perspective, and served as a liaison who bridged gaps and consistently involved top-tier experts to secure optimal outcomes.

Throughout his career, Stagg has successfully developed and overseen exceptional teams, harnessed emerging technologies, and directed extensive organizational reviews to reduce costs and maximize productivity.

IGOR POPOVIC, PHD

Igor Popovic, PhD


Popovic straddles academic research and practical development and deployment of software technologies. As VP of software development at Adapted Wave Technologies he was responsible for the development and productization of a platform for media publishing and sales.

Popovic has also developed and deployed software systems in seismic data processing for geophysical exploration. In a previous life, Popovic taught music theory, composition and electronic music at Yale, Vanderbilt, and West Chester universities.

SUSAN STAGG

Susan Stagg
Ms. Stagg brings over 25 years of Senior Management, Project Management (PMI) and Operations Management skills to Blue Moose.

Ms. Stagg has recently completed numerous engagements in the Oil & Gas industry as well as the Pharmaceutical industry leading successful integration teams for each engagement.

Prior to joining Blue Moose, Ms. Stagg was Vice President of Operations for DVMZone, a 24/7 Internet Web Portal for the Veterinary Industry.


Ms. Stagg has also held senior management positions at Speedscan, an Application Service Provider to the financial services industry, and Lincoln Financial Inc. one of the worlds leading financial institutions.
